最近在公司做了一些关于VBP和之前省级药品分类采购的资料收集

Before 2015, the Chinese central government (National Development and Reform Commission, NDRC) decide the standard price, ceiling (high cap) retail price for entire country, provincial bidding is for a price below the cap seek by hospitals

After 2015, new provincial-level bidding and purchase methodology (省级分类采购):

  • 80% top use items to purchase by provincial bidding by traditional bidding methodology (evaluation on both commercial and technology proposals, 双信封). In principle, each drug shall not exceed 3 different dosage forms and each dosage forms could have no more than 2 package forms. Selected drugs are available on provincial drug purchase platform for hospital purchase (一品两规三剂型)
  • 20% items -> Directly listed on the online platforms without bidding
    a. 61 cancer drugs which entered National Drug Reimbursement List (NDRL) in 2017 and 2018 via special national negotiation (肿瘤药国家谈判)
    b. Low price drug, daily spending less than CNY 3
    c. women and children specialist generic medicine
    d. drugs for first aid/emergency

In Dec. 2018, VBP centralized negotiation for drugs which passed Generic Quality Consistency Evaluation (GQCE) starts for purchase in the 4 directly managed municipalities and 7 key cities in other provinces (4+7 pilot cities)
VBP methodology improves in the last two years

Dec. 2018, 25 drugs
4+7 pilot cities
25 products from vendors selected; one vendor for each drug, negotiation rather than bidding
60-70% volume of pilot cities guaranteed, over 20% of whole China market
Other provinces are eager to follow 4+7 prices (非4+7区域价格联动)

Jan. 2020, 33 drugs
Expand to all provinces in mainland China
1, 2, 3 and 4 (>= 4) vendors selected gets 50%, 60%, 70% and 80% volume (of whole China market) guaranteed, respectively
Bidding pricing rules changed: 1) less than 1.8 times of lowest bidding price, or 2) price reduction more than 50%, or 3) unit price less than CNY 0.1
After bidding, vendor with the lowest price is given the priority to choose province for supply

Aug. 2020, 56 drugs
All provinces in mainland China
1, 2, 3 and 4 (>= 4) vendors selected gets 40%, 50%, 60% and 70% volume (of whole China market) guaranteed, respectively
